Creation of Catalog Entries during Runtime with mkexp

Information on ongoing, scheduled or upcoming climate simulations can be important for further experiment and data analysis strategies.
Therefore we wish to create catalog entries as early as possible, ideally during the runtime of the simulations with an overview of the expected variables and extend.


Therefore the creation of catalog entries will be integrated into the `mkexp` tool, which is used to create run
scripts for ICON simulations.

Catalog entries will be created in three steps:

1. Creation of a collection for the simulation run during startup.
2. Status updates during the run.
3. Finalization of the catalog entry as soon as the run is finished.

The catalog entry will include status information.

To allow communication with the catalog, credentials and the prefix for the collection ID will be
provided as environment variables when running `mkexp`.


In the first implementation the ID of a collection will be reserved with a skeleton entry.
We will provide already fixed and available metadata, including responsible persons for questions and keywords for search and discovery.
